Kohlberg outlined a progressive process for moral development: 1. Avoiding punishment. Moral reasoning starts out at a fairly primitive level, focused mostly on avoiding punishment. Kohlberg calls this stage pre-conventional moral reasoning. 2. Considering consequences.
